Public Service Reform Lunch Briefing:
Towards its drive for sustainable economic growth, our lunchtime briefing looks at Scottish Government's progress in public service reform.

FALKIRK COUNCIL

Economic development is a key priority for Falkirk Council. Through its wide range of statutory and discretionary responsibilities and significant resources it has a major role to play in promoting local economic prosperity and reducing poverty, disadvantage and inequality.

Achieving sustainable growth is as difficult as it is important and the Council strongly believes that more can be achieved by well-targeted and co-ordinated action through working with other local and national agencies, businesses, communities and the voluntary sector.

The Falkirk area has much to commend it as a location for business and as a place in which to live, work and visit. Opportunities, however, must continually be pursued to make the area an even better location for business investment, families and visitors. Currently, an ambitious £23 million My Future’s in Falkirk initiative is well underway to help diversify and modernise the local economy, support local business growth and attract new investment and more visitors to the area. This initiative, which will create over 4000 jobs and secure £500 million investment by 2012, is led by Falkirk Council, SE Forth Valley and BP and is supported by the European Regional Development Fund.

THE HIGHLAND COUNCIL

Ensuring that the Highlands continue to be a prosperous and enterprising place is a key element of The Highland Council’s corporate priorities.  The Economy and Europe Section of the Planning and Development Service offers a range of practical and financial assistance to new, existing and incoming businesses as well as leading the development of the Council’s key strategic priorities for the continued economic development of the area.

The Inner Moray Firth Ports and Sites Strategy represents the Council’s vision of how the economically important Inner Moray Firth area should look by 2050.   Following widespread consultation with key partners and the local community, the Strategy identifies the key infrastructural priorities required to ensure the area’s continued prosperity.

The development of the Inverness City Partnership will ensure the future of the City of Inverness as the region’s main economic, commercial and retail centre.  The City is forecast to double in size by 2030.  To accommodate this expansion, the partnership has developed a vision that will guide infrastructural developments ensuring that Inverness continues to be a dynamic and vibrant place contributing to the economic development of the Highlands and of Scotland as a whole.

However, the Highlands are not just about major centres of population.  The natural environment, arguably our most valuable asset, continues to attract an ever increasing list of successful companies who see the area as a great location to do business.  It is a priceless asset as far as tourism is concerned with increasing numbers of visitors flocking to visit many of Scotland’s landmark locations including the Cairngorms, Loch Ness, Ben Nevis, the Cuillins as well as the Peatlands of Caithness and Sutherland.

THE INTELLECTUAL ASSETS CENTRE

The Intellectual Assets Centre became active in summer 2004. It was set up specifically to help Scottish organisations to recognise and exploit the full range of their corporate intellectual assets.

Intellectual Assets (IA) are intangible and often highly valuable assets, which can include brands, employee know-how, trade secrets and technical information. IA also covers Intellectual Property (IP); those assets such as patents and trademarks which are formally protected by statute law.

The Centre’s purpose is three-fold;

  • To increase awareness and understanding of IA issues among Scottish businesses and other organisations, enterprise agencies and private sector intermediaries,
  • To enable Scottish businesses to manage and exploit the untapped potential of their IA for competitive advantage, and
  •  To encourage the development of a strong, private sector-led supply of IA management services to support Scottish businesses.

The Centre itself is the first of its kind in Europe and is already attracting interest from all around the world.

It is important to stress that IAM is not just about protecting assets but about recognising latent value and learning how to exploit the full range of corporate assets within a knowledge economy.

This shift in perception could revolutionise the way companies do business and deliver billions of pounds of value for Scottish companies.

SCOTTISH CENTRE FOR REGENERATION’S PARTNERS IN REGENERATION Regeneration Network

The Scottish Centre for Regeneration (SCR) is part of Communities Scotland, the Scottish Executive’s national housing and community regeneration agency.  We support people and organisations to meet the objectives of the Executive’s Closing the Opportunity Gap, Regeneration Policy Statement and the Community Regeneration Fund.

We work with people involved in community regeneration to help them:

• identify what works and what doesn’t work and support them to improve their practice,
• introduce new approaches to help regenerate communities, and
• identify and obtain the skills required for effective regeneration.

Some examples of the type of support we provide include:

• ‘How to…’ guides on partnership working, community engagement and regeneration outcomes
• case studies of regeneration projects and lessons learned from them
• events that help to share expertise and effective practice
• supporting communities to experience and test new ways of working
• helping people to identify and meet their learning needs through our skills pack and learning programmes
• bringing national networks  and umbrella organisations involved  in regeneration together through our Partners in Regeneration learning network.

SCOTTISH ENTERPRISE

Scottish Enterprise is Scotland’s main economic development agency, funded by the Scottish Executive. Our mission is to improve Scotland’s economic performance, to help the people and businesses of Scotland succeed and in doing so, build a world-class Scottish economy.

Working in partnership with Scottish business in both the private and public sectors, we aim to secure the long-term future of the Scottish economy. We do this by sharing the risk of investment – in skills, in technology research and development, in business capital, in business infrastructure.

Our mission, designed to increase Scotland’s wealth and jobs, is underpinned by a desire to help grow, develop and support Scottish businesses, enhancing their performance and potential, leading to a smarter, more successful Scotland on the global stage.

At grassroots regional level, our 12 Local Enterprise Companies (LECs) deliver the main services areas of the network. The support offered through the LECs is based around three broad modes of support, as prescribed by A Smart, Successful Scotland: Growing Business, Skills and Learning and Global Connections.

Collectively, our activities in these three areas enable us to stimulate business growth through encouraging new start firms, business expansion, providing a highly skilled workforce, helping firms market overseas and by providing facilities to attract global investment.
